Bio:
The Sisters of Pain were among several villains or groups of villains who were solicited by Pauper to help him in his vile plots. We of course now know that Pauper was really the evil, corrupt King Pro Tempere Casca.

The Sisters of Pain have a tragic, evil story. There were once two sisters, but 2 were jealous of the third, "because she was beauty and light," and murdered her using magic and trickery. They were punished with pain, and cried for vengeance against their sister, though it was their own crime that lead to their predicament.

Pauper/Casca promised them that by assisting him, they would be able to somehow bring pain to their, presumably, innocent sister.

Casca's pattern was clear: To seek out, recruit, and exploit disaffected evil beings who were upset at the loss of their unearned privileges, and who suffered from a sense of entitlement.
