Richard Kennard is an office in the Royal Guard. At the time he became known to the Royal Spies, he was a Lieutenant.
He had an animosity towards the Meer based on an incident that had occurred at an outpost some years prior to his becoming known to the Royal Spies. That animosity made him look good for murdering a Meer Ambassador at or around the time of a dinner party at Castle British he happened to have been invited to, but it was later determined that someone else had done the murder.
