Bio:
Xavier was one of two major "Enforcers" of Casca's regime, the other being Morton. Casca's writings indicate rather clearly that he "respected" both men for their brutality.
The title of Enforcer was basically a combination of evil chief internal security chief and "thought" police. Casca primarily, but not exclusively, used his Enforcers to attack and imprison the High Council, Magnus Gray, and other renegade groups or persons who insisted on actually following the Virtues instead of his harsh, vile edicts.
Xavier himself has the distinction of being involved in four specific matters.
First, he led a Royal Guard expedition against Imperus Noxum. This expedition appears to have been limited in scope and poorly conceived, and basically consisted of a wild goose chase wherein Noxum left amusing, misleading clues to nothing, and taunted the Guard with its inability to find him. Xavier blamed the failure on the Guardsmen.
Second, Xavier appears to have been in charge of Casca's secret prisons. This would include the imprisonment of Magnus Gray and Tomas Savos, and the torture of wisps. It also included a stint as a kind of judge.
Thirdly, he killed the messenger who was delivering messages between Sherry the Mouse and then-rebel and now-Queen Dawn. In an odd display of bureaucratic efficiency, Xavier even filed a crime the messenger committed: unauthorized mail delivery.
Finally, Xavier was in charge of an effort to blow up the High Council and other locations around Britannia through the use of deadly Blackrock-powered explosives.
Xaver finally met his end in a raid on one of Casca's secret prisons.
