Bio:
Hotaru is a sailor from the Tokuno Islands. He was encountered by, or at least his presence became known to, the Royal Spies when they discovered his son, the now-presumed-dead Goro, had been kidnapped. The kidnapping was in some way connected to Pauper/Casca's experiments with blackrock.
