Bio:
Rumpo was an alchemist specializing in blackrock who worked for Pauper. He used a small island northwest of Homare-jima for his experiments into infusing blackrock into crystals. (This is believed to be the technology behind the blackrock bombs.)
When the Royal Spies tracked him to the island, and eventually gained access, they laid waste to his laboratory setup and confiscated his research.
