Do not recruit from people in Britain. Those who cause disruption to the city must remain clueless pawns to insure their actions cannot be traced back to us. The current leadership is mostly helping our plans with their petty actions and goals. Please note any leaders who might be able to rally Britain and the other cities. We will take care of those as we have neutralized others in the government.
Update:
We need an increase in raider attacks on Britain starting from Tuesday onward while we set in motion several plans. The promised allies will not be coming since we will be using them to aid our new Juka ally regain his position with his people.
