Bio:
Oswald the Begger is a strange character indeed. Little is known of him other than the obvious and already-stated (that he is a begger, from the City of Britain). He does, however, appear to have information to sell, and he's in essence offered to sell to representatives of the Britannian government. The problem will be in determining if he really WILL sell it. Whether or not it will be of any value. And, whether or not it will be accurate.
