Bio:
Lord Downey, until the Casca regime, was a seemingly-minor noble. From what is known of him, his primary character trait was a kind of selfish, malicious, and very noble arrogance.
Downey had long sought a position in government service, as Minister of Commerce and Trade. There is no evidence whatsoever that he was at all qualified for such a position, but he wanted it badly enough to (according to writings found in his own journals) undermine 4 prior holders of that position. Finally he was promoted by Casca to the position he sought. Downey found the new King Pro Tempere to be "reasonable," even though he disparaged Casca's elvish heritage. (Given what we now know of Casca, it is unsurprising that someone like Downey would find him "reasonable.")
As Minister, Lord Downey was often found drinking on the job. He ended up performing some corrupt business deals, predictably using his position to enrich himself. He ended up being arrested by the Royal Spies.
At some point, however, Downey got out of prison and took a comparatively minor post in the regime of the new Queen Dawn.
This proved to be a critical error on Dawn's part (or on the part of whomever on Dawn's staff actually hired Downey). Frustrated with the low pay scale his new position afforded him, and arrogantly lacking any kind of perspective on how lucky he was to be employed at all despite his many negatives, and having displayed racialist tendencies in the past (disparaging things said about Casca being an elf; an incident with the Meer), Downey sold critical information on the gargoyles to the racialist group the Brothers of Valor. He was bought for 10 million gold.
Downey was caught by the Royal Spies, yet again, and currently is either in jail for a much longer time, or dead.
Neither is a loss.
