John Cullen is a chaotic individual with a penchant for high explosives.  His skills in the art of demolitions led the Royal Spies to seek his help in destroying Casca's blackrock bomb manufacturing plant.  He agreed to aid the Spies because Casca was evil, however, he made his disdain for government and Order quite clear.

John Cullen is a chaotic individual with a penchant for high explosives; in certain circles in the Britannian Government he is known as "The Anarchist." As the nickname would imply, ideologically Cullen is an anarchist, and appears to believe in no authority and no order.  He has been known to the Britannian Government for a long time, and has repeatedly encountered Minister of Security Magnus Grey throughout the latter's career.
  
Later, as plans for a meeting between Queen Dawn and Queen Zhah were nearing completion, he was found to be involved in a plot to blow up Castle British - John was in leage with the human supremacist Brothers of Valor.

John Cullen's skills in demolition has led to his being consulted repeatedly by good and evil forces that are of far more consequences than he.  He was sought out by the Royal Spies to help the effort against Casca, and he agreed because of Casca's obvious evil, but he was sure to make his disdain for government and Order quite clear.  He has also been used by the human supremacist group known as the Brothers of Valor and the Demon Conclave (though in both cases he's turned his back on his employers to help Minister Magnus Grey's Royal Spies, when faced with the brutal violence of his employers).
  
Once the Spies disarmed the bombs and captured him, they forcibly arrested and drug the arrogant Cullen to the Yew Prison.  While Cullen did not ascribe to the Brothers' rhetoric, he was still against there being a government.  When the Brothers' motives were explained to him several times, he realized the mistake in getting involved with them.

Though he's wanted for his many crimes, he keeps managing to escape, in one way or another.

Anoyingly, Cullen managed to escape his cell shortly after he was incarcerated.  Strangely, he left a note at the Counselor's Hall in Britain saying that he would locate the Brothers of Valor and report back to the Royal Spies.

John Cullen is a chaotic individual with a penchant for high explosives; in certain circles in the Britannian Government he is known as "The Anarchist." As the nickname would imply, ideologically Cullen is an anarchist, and appears to believe in no authority and no order. He has been known to the Britannian Government for a long time, and has repeatedly encountered Minister of Security Magnus Grey throughout the latter's career.
