Bio:
Morton was one of two major "Enforcers" of Casca's regime, the other being Xabier. Casca's writings indicate rather clearly that he "respected" both men for their brutality.
The title of Enforcer was basically a combination of evil chief internal security chief and "thought" police. Casca primarily, but not exclusively, used his Enforcers to attack and imprison the High Council, Magnus Gray, and other renegade groups or persons who insisted on actually following the Virtues instead of his harsh, vile edicts.
Morton's role appears generally speaking to have been broader than was that of Xavier, hence his vile "achievements" are harder to pick out.
He led many raids against the High Council of Britannia. All of these raids were unsuccessful save for causing heartache and destruction. However, one of them created a distraction during which High Council Chancellor Da'Karen was kidnapped by renegade members of the Order of the Silver Serpent who wished to curry favor with Casca's regime. He was also involved in an attempt to kill certain fey creatures who were unfriendly to the regime. He was also involved in various plot involving the Tokuno Islands. Most notably, he was a constant nemesis of Magnus Gray's Royal Spies.
He eventually met his end in a raid on one of Casca's secret prisons.
We burned the corpse just to be sure.
His legacy, however, came to haunt us again. He was the brother of a man named Pemenard, who was to go on to found the racialist terrorist group known as the Brothers of Valor, which harassed Dawn's regime constantly during its early days.
