Meb was a cyclopean warrior who was sent through a moongate to Tokuno from the Lost Lands by his leader, Tartarus.
The gate had been provided by the Cascan Regime in an apparent altruistic gesture to reunite Meb's tribe with their brethren in Ilshenar. In reality, however, this endeavour was actually a plot by Casca to encite a war with Tokuno.
Since this tribe had been provided weapons and supplies emblazoned with the royal seal, the Tokuneese people believed they were the beginnings of an invasion force. The Royal Spies were forced to deal with the situation before diplomatic relations reached the breaking point.
