From what we can tell of his character, he is a competent officer who follows orders well. However, he does not appear to be overly smart, and had the unenviable task of denying the Shadowlords' involvement in the Blackrock Detector matter, despite clear evidence of their involvement. This made him appear perhaps even dumber than he actually was. Combined with the strangely-colored and strangely-ineffectual armor he was seen wearing during this period, he aroused suspicion in many. This suspicion made it frightfully easy to believe Casca's accusations of treachery. We now, however, know that these accusations were false.
