Dear Vadim,

You have been given ample resources and forces to put Minoc in its place. You were granted considerable power in the Vesper region with the understanding that you would take the initiative. If you lack the ability, I can provide you with a military advisor.

As for the money, no more stalling. I don't really care where the funds you owe come from, whether your inheritance or Vesper's mint. If you do not pay immediately, we will replace you. There are several who know of this situations already who promise they can hold Vesper and make it profitable. I am greatly disappointed it has come to this.
