Zhah is the Queen of the Garogyle Realm of Ter Mur.

She is at present occupied with the encroachment of her realm by evil forces, specifically the Void Demons, and the undead monstrosities of the Tomb of Kings.

She has visited Britannia for a brief, focused summit meeting with Queen Dawn.

There are rumors that, despite the great amount of help Britannians have been in fighting the Void Demons and the undead of the Tomb of Kings, not all of her people are happy to see us in their realm. Though, in fairness, the reverse is also true, as displayed by the violent, disgusting "Brother" Pemenard and his criminal gang the "Brothers of Valor."

 Zhah has many things to occupy her time.  Her realm is under constant siege from the the Void Demons and the Void Plague that accompanies them, the Holy City and ancient Tomb of Kings of her realm is under constant attack from the Undead, the past of Ter Mur recently came back to haunt her (along with an ancient enemy known as the Defiler)....And then there is the matter of the Ver Lor Reg refugees and the disease they brought with them.

 When Ver Lor Reg's position proved unsustainable, Queen Zhah let refugees from that Gargoyle City in Ilshenar take refuge in Ter Mur, but they brought their diseases with them.  Over generations the Gargoyles of Ver Lor Reg had become immune to a great disease known as the Blight, but the Ter Mur gargoyles were not, and the Blight spread through them like wildfire.  The Fishing Village of Ter Mur, northwest of the Royal City, has become a kind of leper colony for victims of the Blight.
